三、規章制度。施工企業在資質許可決定作出前一年有違反資質提升或者資格提高規定的，資質許可機關不得批準施工企業的資格提升和延期申請。

3、 Rules and regulations. If a construction enterprise violates the provisions on qualification promotion or qualification promotion one year before the decision on qualification licensing is made, the qualification licensing authority shall not approve the application for qualification promotion and extension of the construction enterprise.
